VAT on Education in the UAE: Schools, Nurseries, Universities and Training Centres (2026)

Tuition at a UAE school is VAT-free for parents. A school uniform isn't. The school bus is exempt, a school trip to a museum may be zero-rated, and a trip to a theme park carries 5%. For school operators, getting each of these right is a daily billing job, and the Federal Tax Authority has recently made its expectations much clearer.
In June 2026 the FTA published an updated Education Sector VAT Guide (reference VATGED1). The underlying law hasn't changed since 2018, but the guide states that zero-rating should be applied strictly and narrowly, and it gives far more detail on fees, trips, activities and devices than before. This article explains what the guide means in practice for nurseries, schools, universities and private training providers, and how corporate tax applies to education businesses.
Quick answer: education provided by a qualifying institution under a recognised curriculum is zero-rated (0%), along with goods and services that are directly related and integral to it. Uniforms, devices, food, paid extracurricular activities, recreational trips and pre-enrolment application fees carry 5%. School transport and student accommodation in residential buildings are exempt. Private training centres and most private universities charge 5%.
The two-part test for zero-rating
Education is zero-rated only if both conditions are met:
The supplier is a qualifying educational institution. That means a nursery, pre-school or school licensed by the relevant education authority, or a higher education institution owned by the federal or a local government, or receiving more than 50% of its annual funding from government.
The education follows a qualifying curriculum recognised by the relevant government authority.
If either condition fails, the supply is standard-rated at 5% unless another relief applies. A private university that isn't government-owned or majority government-funded charges 5% on tuition, even if its degrees are accredited.
What is zero-rated
Alongside tuition itself, goods and services can be zero-rated when they are directly related to, integral to and necessary for the zero-rated education. The FTA guide gives these examples:
Textbooks and reading materials that are part of the curriculum
Field trips that form part of the curriculum, such as a science trip linked to a lesson plan
Extracurricular activities provided at no additional fee
Support services for students with special educational needs, directly connected to their education
Graduation ceremonies that are an integral part of the education
Re-registration fees for continuing students, directly related to zero-rated education
Healthcare services provided to students by licensed facilities and practitioners
What carries 5% VAT
Item | Rate | Notes |
|---|---|---|
School uniforms and sports kits | 5% | Even when compulsory |
Laptops, tablets and other electronic devices | 5% | Even when required by the school |
Food and drinks, canteen and meal plans | 5% | |
Recreational trips (theme parks, leisure outings) | 5% | Not linked to the curriculum |
Paid extracurricular activities and after-school clubs | 5% | Free activities can be zero-rated |
Application and registration fees charged before enrolment | 5% | Credit note needed if later offset against tuition |
Research where the funder receives IP or other benefits | 5% | |
Hiring out labs, halls and sports facilities to third parties | 5% | |
Accommodation in serviced units | 5% | |
Sale or lease of school buses | 5% | |
Healthcare services supplied to the school by a business | 5% | B2B supply |
What is exempt
School bus transport. This is treated as local passenger transport, which is exempt.
Student and staff accommodation in a residential building. This is exempt as residential rent.
Exemption sounds helpful, but it has a cost: VAT paid on costs linked to exempt supplies can't be recovered. A school that runs its own bus service can't reclaim VAT on bus fuel, maintenance or leasing that relates to that service.
Example: A family pays these amounts for one year at a licensed private school following a recognised curriculum.
Item | Amount (AED) | VAT |
|---|---|---|
Tuition | 60,000 | 0 |
Curriculum textbooks | 1,500 | 0 |
Uniform | 1,200 | 60 |
School bus | 7,000 | Exempt |
Paid after-school robotics club | 2,000 | 100 |
Year 6 science field trip | 800 | 0 |
Year 6 theme park trip | 450 | 22.50 |
The school must account for AED 182.50 of output VAT on this family's bill, and its invoice needs three different VAT treatments: zero-rated, standard-rated and exempt.
Fees that need special care
Application and registration fees
A fee charged before a child is enrolled is not yet tied to zero-rated education, so it carries 5%. If the fee is later deducted from tuition, the school should issue a tax credit note to reverse the VAT, because the amount has effectively become part of the zero-rated tuition. Many schools charge the fee, apply 5% and then deduct the gross amount from tuition without a credit note, which leaves both the VAT and the parents' invoices wrong.
Scholarships and discounts
A scholarship that reduces tuition is treated as a discount: VAT follows the reduced price. Where a third party funds a scholarship, the education is still zero-rated. Where a scholarship is given in kind, for example a free laptop, deemed supply rules may apply.
Bundled packages
If you sell a package that includes tuition, meals and transport for one price, decide whether it is one composite supply or several separate supplies. Usually the items are separate, because parents could buy them independently. Split the price fairly and apply the right rate to each part.
Online and distance learning
Distance learning delivered automatically with minimal human involvement, such as a self-paced recorded course, is treated as an electronically supplied service. It doesn't benefit from education zero-rating. Live online teaching by a qualifying school following a qualifying curriculum can still be zero-rated.
Universities, training centres and tutors
Most private universities in the UAE charge 5% on tuition because they aren't government-owned or majority government-funded. Their students bear the VAT, but the university can recover input VAT on its costs.
Private training institutes, language schools, coaching centres, professional certification providers and private tutors all charge 5%. They aren't qualifying educational institutions, even if their courses are approved by an authority. If you run a training centre and turnover is above AED 375,000, you must be registered. Input VAT and apportionment
Schools make a mix of zero-rated, standard-rated and exempt supplies, so input VAT needs careful attribution:
Directly linked to zero-rated or 5% supplies (classroom fit-out, curriculum books, uniforms bought for resale): fully recoverable
Directly linked to exempt supplies (bus fuel and maintenance, residential staff housing): not recoverable
Shared overheads (admin building, finance software, security): apportioned using the standard method based on the value of taxable versus total supplies
New school buildings costing AED 5,000,000 or more fall under the Capital Assets Scheme, so any change in how the building is used during the next ten years can trigger repayment of VAT. Staff entertainment, cars for personal use and personal staff benefits remain blocked.
The education guide also points schools to the 31 December 2026 deadline for using or refunding old VAT credits. Schools that built or expanded campuses between 2018 and 2021 often carry large credits. See how to claim them before they expire.
Corporate tax for education businesses
Private schools and nurseries
For-profit schools, nurseries and training centres pay corporate tax at 9% on taxable profit above AED 375,000. A small nursery or tutoring business with revenue up to AED 3,000,000 may be able to claim Small Business Relief, which has been extended to 2029.
Large school groups need to watch related-party transactions, such as management fees charged by a parent company, central procurement and property leased from group entities. These must be at arm's length and, above the thresholds, disclosed with the return.
Education free zones
Training providers and universities in free zones such as knowledge and academic parks often assume the 0% free zone rate applies. Under Ministerial Decision No. 229 of 2025, transactions with natural persons are an excluded activity, and students are natural persons. Tuition income from individuals is therefore non-qualifying. If it exceeds the de minimis limit (the lower of 5% of revenue or AED 5,000,000), the institution pays 9%. Corporate training sold to other businesses is treated differently and needs its own analysis.
Non-profit and community schools
Some charitable schools can be exempt from corporate tax as Qualifying Public Benefit Entities, but only if listed in the relevant Cabinet Decision.
