VAT for Hotels and Tourism in the UAE: Rooms, Holiday Homes and Tour Operators (2026)

A Dubai hotel bill can carry five separate charges on a single night: the room rate, a service charge, a municipality fee, the Tourism Dirham and VAT. Each one is treated differently, and the hotel's property management system has to get the order and the base right on every folio. Add online travel agents based abroad, deposits that turn into cancellation fees, and holiday homes run by individuals, and hospitality becomes one of the more technical VAT sectors in the country.
This guide is for hotel owners and operators, hotel apartment and holiday home businesses, individual property owners letting short-term, and tour and activity operators. It covers how VAT applies to accommodation and tourism services, the charges that sit outside VAT, international bookings, and how corporate tax applies across the sector.
Quick answer: hotel rooms, hotel apartments, holiday homes and other short-stay accommodation carry 5% VAT, as do hotel food and drink, spa services and events. The Tourism Dirham is a government fee outside the scope of VAT. Commissions charged by foreign online travel agents are taxed under the reverse charge. Domestic tours and activities carry 5%.
Why hotels aren't "residential"
Long-term residential rent in the UAE is exempt from VAT, so owners of furnished flats sometimes assume short-stay lets are exempt too. They aren't. Hotels, motels, hotel apartments, serviced apartments and similar accommodation are excluded from the definition of a residential building for VAT. That means:
Room nights, whether sold direct or through an agent, carry 5%
Short-term lets that operate like a hotel, with housekeeping, reception or linen services, carry 5%
Holiday homes let by the night or week through a licensed operator carry 5%
The upside is that, because these are taxable supplies, the operator can recover VAT on furnishing, fit-out, maintenance and other costs linked to them.
What's on a hotel bill
Charge | VAT treatment | Notes |
|---|---|---|
Room rate | 5% | |
Service charge (typically 10%) | 5% | Part of the price the guest must pay |
Tourism Dirham (Dubai) | Outside scope | Government fee collected per room per night and passed to the authority |
Municipality fee (Dubai, typically 7%) | Check your set-up | A government fee, but how it sits in the taxable amount depends on how it is charged and collected |
Food, beverage, minibar, room service | 5% | |
Spa, gym day passes, laundry | 5% | |
Meeting rooms and event packages | 5% | |
Airport transfers provided by the hotel | 5% | Local transport supplied with accommodation services |
Car parking | 5% |
In Dubai, the Tourism Dirham ranges from AED 7 to AED 20 per room per night, depending on the property's classification. Because it is a government charge that the hotel collects and pays over, it is not consideration for the hotel's supply and carries no VAT. Show it on the folio as a separate line.
The municipality fee is where hotels' systems differ most. It is a government fee too, but the hotel applies it as a percentage of its own room and F&B charges, which raises the question of whether it forms part of the amount VAT is charged on. Treatment has not always been consistent across the market. Confirm the correct base with your adviser and make sure your property management system applies it the same way across all outlets and booking channels.
Example: A guest stays one night in a 5-star Dubai hotel at a room rate of AED 1,000. The hotel adds a 10% service charge of AED 100. VAT at 5% on the room rate and service charge is AED 55. The Tourism Dirham of AED 20 is added with no VAT. The municipality fee is added as well, and your adviser should confirm whether your set-up includes it in the VAT base.
Deposits, cancellations and no-shows
A deposit or prepayment creates a tax point when it is received, so VAT is due on it in that period even if the guest arrives months later. Issue a tax invoice or receipt that reflects this.
When a guest cancels or doesn't show and the hotel keeps the deposit, the retained amount is generally payment for the reserved room and stays subject to VAT. If the hotel refunds the deposit, it reduces its output VAT through a tax credit note. Make sure your PMS and accounting system issue credit notes automatically for refunds, rather than reversing payments silently.
Online travel agents and international bookings
Most hotels sell a large share of rooms through online travel agents. The VAT treatment depends on the agent's model and where it is based.
Agency model (guest pays the hotel, OTA charges commission). The hotel accounts for 5% on the full room price. If the OTA is based outside the UAE, its commission is an imported service. The hotel accounts for VAT on it under the reverse charge in Box 3 of its VAT return and recovers it in Box 10 at the same time.
Merchant model (OTA collects payment and pays the hotel a net rate). The hotel still supplies accommodation in the UAE, which is taxable at 5% because the property is here. Check whether VAT is calculated on the net rate the OTA pays you or the price the guest pays, according to your contract, and make sure the right party accounts for it.
Accommodation in the UAE is taxable in the UAE regardless of whether the guest, travel agent or corporate client is based abroad. Selling a room to a foreign tour operator isn't an export of services.
Holiday homes and short-term lets
Short-term letting has grown fast, and many individual owners don't realise VAT applies. The key points:
Owner letting through a licensed holiday home operator. Who makes the supply to the guest depends on the operating agreement. If the operator lets in its own name and pays the owner a share, the operator charges VAT. If the operator acts as the owner's agent, the owner is making taxable supplies.
Registration. An owner who is making the supplies must register once their taxable supplies, including short-term letting income, exceed AED 375,000 in 12 months. Several units in a strong area can pass that quickly.
Switching between short and long lets. A unit that moves from a 5% holiday let to an exempt long-term tenancy affects how much input VAT on furnishing and maintenance can be recovered.

Tour operators and activities
Desert safaris, city tours, dhow cruises, theme park packages and other activities taking place in the UAE carry 5%, including when they are sold to tourists or overseas agents. The UAE has no special margin scheme for tour operators, so each component of a package must be assessed separately.
Domestic tours and activities: 5%
International passenger transport, such as flights out of the UAE: zero-rated
Hotel stays and activities abroad, sold by a UAE operator: generally outside UAE VAT, depending on where each service takes place, but the UAE operator's own arranging fee may still be taxable
Commissions earned by a UAE agent from foreign suppliers: can be zero-rated if the export of services conditions are met
Tour operators often handle both disbursements (costs passed on at exact cost in the client's name) and their own supplies. Only true disbursements sit outside VAT, so check each line in your packages.
Input VAT and the October 2026 rules
Hotels can recover VAT on most operating costs, including food and beverage purchases, linen, utilities, renovations, management fees and marketing. Watch these areas:
Staff accommodation and meals. VAT on staff housing in residential buildings isn't recoverable because the rent is exempt. Staff meals provided under a contractual obligation are recoverable; discretionary perks are blocked.
Hotel buildings and refurbishments. A hotel or major refurbishment costing AED 5,000,000 or more falls under the Capital Assets Scheme, so a change of use within ten years, for example to long-term residential, triggers repayment of VAT.
Cash and supplier checks. From 1 October 2026, cash payments above the pending threshold can block input VAT, and suppliers paid over AED 100,000 a year must be verified. Hotels with many small local suppliers should read our guides on cash payments and supplier verification.
Corporate tax for hotels and tourism businesses
Hotel owning companies, operating companies and tour operators pay corporate tax at 9% on taxable profit above AED 375,000. A few sector-specific issues come up repeatedly:
Management agreements. Base and incentive fees paid to an operator, especially a related or foreign one, need to be at arm's length. If the operator is a related party, transfer pricing disclosures may apply.
Free zone hospitality. Hotels, restaurants and activities sold to guests are transactions with natural persons, which are excluded from the 0% free zone rate under Ministerial Decision No. 229 of 2025.
Depreciation and refurbishments. Large renovations need to be split between capital and repairs in the accounts, because that affects when the cost is deductible.
Individuals with holiday homes. Income from property held personally as an investment is generally outside corporate tax. If an individual runs short-term letting as a licensed business and turnover exceeds AED 1,000,000 a year, they must register.
