Tax Invoice Requirements UAE 2026: Format, Mandatory Fields & FTA Rules

What is a tax invoice in the UAE?

A tax invoice in the UAE is the document a VAT-registered business must issue for every taxable supply it makes. It must meet Article 65 of the VAT Law and Article 59 of the VAT Executive Regulations. In practice, that means including all mandatory invoice details: the words "Tax Invoice", supplier and customer details, TRNs where required, the invoice date, item descriptions, the consideration and the VAT amount in AED.

It is not just a bill. It is the proof your customer needs to recover the VAT they paid you. If an invoice misses even one mandatory detail, your customer may lose the right to claim input VAT, and your business can face penalties from the Federal Tax Authority (FTA).

For UAE SMEs and other VAT-registered businesses, this guide explains the FTA tax invoice requirements in plain language. It covers full and simplified tax invoices, the 12 mandatory fields, issue timing, penalties, credit notes and the e-invoicing changes coming in 2027.

UAE tax invoice format: 12 mandatory fields

A full tax invoice must show all 12 particulars listed in Article 59(1). You must issue a full (standard) tax invoice when the customer is VAT-registered and the supply is over AED 10,000. It is also the safe default for any B2B sale.

  1. The words "Tax Invoice", clearly displayed. "Invoice" or "Commercial Invoice" alone is not enough.

  2. Supplier's name, address and Tax Registration Number (TRN).

  3. Customer's name, address and customer TRN, where the customer is VAT-registered.

  4. A unique, sequential invoice number.

  5. Invoice date (date of issue).

  6. Date of supply, if different from the invoice date.

  7. A description that identifies the actual goods or services. Avoid vague wording such as services rendered.

  8. For each line item: unit price, quantity, VAT rate and amount payable in AED, so the net amount is clear before VAT and the VAT calculations can be checked.

  9. Any discount offered.

  10. The gross amount payable in AED, with subtotals shown excluding VAT.

  11. The tax amount payable in AED. If the invoice is in another currency, show the exchange rate used for the conversion.

  12. For reverse charge supplies: a statement that the customer must account for the VAT, with a reference to the relevant legal provision.

Key point: Three common mistakes are a missing or wrong TRN, no "Tax Invoice" heading, and VAT not shown in AED.

Simplified tax invoice UAE

A simplified tax invoice is a shorter version with far fewer mandatory fields. It is allowed in two cases:

  • The customer is not VAT-registered, or

  • The customer is VAT-registered and the supply is AED 10,000 or less.

It must still show:

  • The words "Tax Invoice"

  • Supplier's name, address and TRN

  • Date of issue

  • Description of the goods or services

  • Total amount payable and the VAT charged

A full tax invoice is always acceptable, so if you are unsure, issue a proper tax invoice. Reverse charge supplies always need a full tax invoice. Exempt supplies, such as local passenger transport, need no tax invoice at all, while zero-rated supplies still do.

Other FTA tax invoice requirements

The content of the invoice is only half of tax compliance. The FTA also sets rules on timing, currency, corrections and record keeping.

  • Issue within 14 days. A tax invoice must be issued within 14 days of the date of supply. An invoice issued late is treated as not issued within the legal period.

  • Deliver it, don't just offer it. The FTA's view is that printing an invoice only when a customer asks for one does not meet the requirement.

  • Show VAT in AED. You can invoice in USD, EUR or any currency, but the VAT amount must also appear in AED, with the exchange rate applied on the date of supply.

  • Rounding. VAT may be rounded to the nearest fils (Article 61).

  • Corrections use a Tax Credit Note. To reduce or cancel an invoice, issue a document titled "Tax Credit Note" under Article 60. It should refer back to the original invoice rather than replace or delete it, and the adjustment must be reflected in your VAT return.

  • Keep records. Store copies of every tax invoice and credit note for at least 5 years from the end of the relevant tax period.

Penalties: Under Cabinet Decision No. 129 of 2025, in force since 14 April 2026, failing to issue a tax invoice or tax credit note within the legal period costs AED 2,500 per detected case. Not meeting the electronic issuance conditions carries the same AED 2,500 penalty. If you later find a material error in a filed return, you may also need to submit a voluntary disclosure.

E-invoicing in the UAE: what changes in 2027

The UAE is moving from PDF and paper invoices to mandatory e-invoicing. For B2B and B2G transactions, valid electronic invoices will be exchanged as structured data through an Accredited Service Provider (ASP), not as PDF or paper.

Key dates:

  • 1 July 2026: voluntary pilot opens.

  • 30 October 2026: businesses with revenue of AED 50 million or more must appoint an ASP (extended from 31 July 2026).

  • 1 January 2027: AED 50 million+ businesses go live.

  • 31 March 2027: businesses under AED 50 million must appoint an ASP.

  • 1 July 2027: businesses under AED 50 million go live.

What else to know:

  • Format: invoices are generated as structured XML in the PINT AE standard on the Peppol network.

  • Scope: B2B and B2G transactions. B2C sales are currently outside the mandatory scope.

  • Same content: the Article 59 fields still apply, so every e-invoice needs all mandatory information and the right VAT treatment for each transaction.

  • Penalties: the e-invoicing rules add their own fines, including AED 5,000 a month for failing to implement the system and AED 100 per e-invoice or credit note not sent on time (capped at AED 5,000 a month).

Check now that your accounting system can issue invoices in the required e-invoicing format. Clear payment terms still matter when invoices are exchanged electronically.

Frequently asked questions

What are the tax invoice requirements in the UAE?

A full tax invoice must show 12 particulars under Article 59, including the words "Tax Invoice", the supplier's and customer's TRNs, a sequential number, the invoice date, item details and VAT in AED. A correct customer TRN also supports input VAT recovery for VAT-registered customers.

What is the difference between a full and a simplified tax invoice?

A simplified invoice has fewer mandatory fields and leaves out customer details and line-level breakdowns. It is allowed only for unregistered customers, or for registered customers when the supply is AED 10,000 or less. In every other case, use a full (standard) tax invoice.

Can I issue a VAT invoice in the UAE in a foreign currency?

Yes, but the VAT amount must also be shown in AED along with the exchange rate, and the totals should clearly separate the net amount from VAT.

How many days do I have to issue a tax invoice?

14 days from the date of supply.

When must businesses issue tax invoices?

For every taxable supply, including zero-rated supplies. Exempt supplies do not need a tax invoice.

Can a business recover input VAT without a proper tax invoice?

Usually no. To recover input VAT, businesses generally need a valid tax invoice, and missing details can delay or block recovery. From October 2026, supplier verification is also required.

What is the penalty for not issuing a tax invoice?

AED 2,500 for each detected case under Cabinet Decision No. 129 of 2025. The same penalty applies to invoices not issued within the 14-day period.

Will PDF invoices still be valid after e-invoicing starts?

For in-scope B2B and B2G transactions, no. Once your phase goes live, invoices must be sent as structured data through an accredited service provider.

Getting the UAE tax invoice format right protects your customers' input VAT recovery, keeps your VAT return accurate and keeps you clear of FTA penalties.
